I usually like to take the time to read and understand Dr. Garcia's articles before posting about them, but I'm simply too pressed for time. It's the fourth article in the C-Index series and covers some of the nagging issues untouched in article 3:

This article serves two purposes. One is to show readers the connection between co-occurrence and probability measures. The other is to explain the emergence of apparent outliers in c-index calculations and how these can be handled.

Hopefully someone in the comments can do a better summary or point to a good thread on it. I'm having some family emergency stuff today and posting will be very light - my apologies.
